NSW has reported 233 new cases of community transmitted coronavirus with a man in his 20s one of two new deaths from the virus.
Premier Gladys Berejiklian told reporters on Wednesday at least 47 of the new cases had not been isolating while infectious.
"Can we urge people to please heed the health messages," she said.
"Don't leave home unless you absolutely have to and please stick to the rules to make sure we reduce the case numbers moving forward."
Ms Berejiklian added she has three concerns: Covid-19 traces in the Newcastle and Hunter region, the spread of the virus in apartment buildings and the need for people to get vaccinated after an unvaccinated man in his 20s suddenly died.
'Get vaccinated': Unvaccinated man, 20s, dies
The man from southwest Sydney is the youngest Covid death in NSW since the start of the pandemic. A woman in her 80s from Sydney's Inner West also died.
Neither had been vaccinated, prompting the premier to plead with everyone to go and get vaccinated.
"It is so important for the community to come forward and get vaccinated," the premier said.
She offered her condolences to the man's family. He died at home and his death will be referred to the coroner.
There have been 16 deaths in NSW since the beginning of the latest outbreak.
Greater Sydney and surrounding areas remain in lockdown which is scheduled to end on August 28.
NSW reported 199 locally-acquired Covid-19 cases on Tuesday.
Delta strain circulating in apartment buildings
NSW Chief Health Officer Dr Kerry Chant said the Delta strain is circulating in apartment buildings.
Dr Chant said mask wearing has been introduced for common areas in these buildings and encouraged people with symptoms in these settings to come forward for testing as soon as possible.
“Remain isolated,” she said.
“But also sharing lifts with people, minimise your exposure to any common areas, really go in and out directly of apartment buildings and minimise your interactions with others.
“We are responding to nine cases across seven units in a Campbelltown apartment complex and we are instituting further testing and control measures in relation to that apartment complex as we understand how transmission occurred.
“Some of the transmission events clearly occurred between family groups or friends, but we are interviewing a number of cases that were detected overnight through swabbing of that entire premise and we will make those decisions after that.”
Concerns over traces in NSW Hunter Region
Chief Health Officer Dr Kerry Chant is urging people in Newcastle and the NSW Hunter Region to come forward for testing.
"It is critical that we can get those testing levels up to really understand as soon as possible whether there is any undiagnosed cases there so we can make the best public health decisions," she said.
Dr Chant said a number of water treatment plants in the region have shown traces of Covid-19 including at the Shortland, Burwood Beach and Belmont.
There also concerns for Birmingham Gardens, Maryland, Fletcher, Minmi, Cameron Park, Mayfield, Stockton and Fern Bay. Dr Chant said traces of the virus had also been been detected in the Mudgee and Coffs Harbour sewage systems and people in those regions are urged to get tested.
