Victoria has recorded 71 new Covid-19 cases on Monday, with several still under investigation as the whole state remains in lockdown.

In the last 24-hour reporting period, 46,446 tests were conducted and 22,191 vaccine doses were administered.

"Of the 71 local cases, 49 are linked to known outbreaks and 22 are under investigation. Further case information will be provided this morning," Victoria's Department of Health tweeted on Monday.

There are now 494 active cases in the state.

Daily case numbers for Victoria haven't surpassed 70 since September 9 last year, when the state recorded 73 at the end of the second wave.

Today's numbers are the highest seen in this current outbreak and the highest recorded for Victoria this year.

Royal Melbourne Hospital staff infected

Among those infected are staff at the Royal Melbourne Hospital, who cared for a Shepparton man infected with Covid-19.

It was revealed on Sunday the man was not tested before surgery on August 12. He had been in various parts of the hospital, including the ICU and a cardiac ward.

A family member who visited a patient in the same room as the man later tested positive, alerting the hospital to the outbreak.

There are at least 27 people in hospital with Covid-19 and 12 in intensive care, AAP reported.

On Sunday, there were 65 new cases in Victoria and all of regional Victoria was plunged back into lockdown on Saturday after cases were confirmed in Shepparton.

From 1pm on Saturday, the regions entered the same restrictions as Melbourne with the sole exception of the curfew.

More to come.
