Victoria recorded 445 new cases of coronavirus on Tuesday.

The state also had two deaths: a man in his 20s and a woman in her 80s.

Victoria's Deputy Premier James Merlino expressed his sympathies to the loved ones of the two.

"The death of the gentleman in his 20s is extraordinarily sad and we do pass on our sympathies to his loved ones," health department deputy secretary Kate Matson said.

More than two thirds of Victorians over the age of 16 have had one jab of Covid-19 vaccine, according to data from the government's Operation Covid Shield. More than 41 per cent have had two doses.

Roadmap out of lockdown set for release

Premier Daniel Andrews confirmed the state's roadmap out of lockdown would be released on Sunday.

"We'll have more to say about schools, more to say about social gatherings, more to say about the economy and all its different sectors on Sunday," he told reporters outside parliament on Tuesday.

"I'm not necessarily promising that everything can be open when people want it to be open, which was yesterday.

"But we've got to follow the health advice otherwise we will crash our health system and give our nurses an impossible task and see many thousands of people very, very ill."

Mr Andrews said the roadmap, which will outline restrictions through to November, would rely on Burnett Institute modelling of vaccination and hospitalisation rates.

"There will be quite a few footnotes at the bottom of it and it will be subject to how many people are in hospital and all sorts of things," he said.

"But it's about giving people a clear sense of what we're working towards."

In the meantime, Melburnians will get an extra hour of outdoor activity and the five-kilometre travel radius will be expanded to 10km when 70 per cent of eligible Victorians have received their first dose of a Covid-19 vaccine.

This is expected to occur on Friday.

Pet grooming will be also be allowed from Tuesday for all animals after previously only being permitted under urgent circumstances, as long as it's outdoors, contactless and conducted solo.
